I recently checked the tax lists in the Harrison County, WV courthouse.
William Greathouse Jr was a tithable male in Harrison County, WV 1787-1803.
He is the only tithable in the his household until 1793 when there is
another tithable male in household. This continues through 1802. In 1803. He is again the single tithable in his household. And another note of interest is that he is referred as William Greathouse, Jr in Harrison until his father dies and then he is just William Greathouse

Tithable males were ages 16-50.
In order to be counted as a tithable male, you were living in the county
where you were tithed. You were not an absentee land owner.

According to David Houchin, librarian of special collections, of the
Clarksburg-Harrison Public Library, the males were tithed so that the money collected could be used for the local/county government to function, such as building jails and courthouses.

Thanks to David Houchin for helping to clarify the difference on taxes and tithables.

It appears that someone would have to be present in a location in order to be tithed and on that list. This is important in trying to determine if ancestors were physically living in an area at the time the lists were made.

David's comments:

"Tithables" carries over from the colonial period and refers to the tithe
paid to support the established church. After the Revolution and the
disestablishment of the church--separation of church and state, etc.--the counties continued to collect a tax on each "tithable" male-- aged 16 and up--but the money collected in this way paid the operating costs of county
government and had nothing to do with churches, etc.

The number of "tithables" in each household was recorded annually at the same time as the householder's taxable personal property. That's where the confusion comes in. The same annual list was used as the basis for the county levy and the state tax on personal property.

Although today the lists are commonly known as Personal Property Tax Lists or PPTL's (despite including the tithables count), at the time they were commonly called Tithables Lists (despite including the taxable property).

Land tax records, on the other hand, are a totally separate matter.
Absentee owners of real estate were subject to the land tax, naturally.
(Maybe they neglected to pay it, but that's a different question.) However, the PPTL or Tithables list was limited to residents of the county.
